Finding parking in Annapolis is difficult at best, and Eastport is a small neighborhood with tiny streets. We recommend you park at Navy Stadium and take a shuttle downtown. You can also park at the Hillman Garage and walk to the festival. It is about a 15-minute walk to the festival, but hey, you'll spend that much time looking for parking in Eastport anyway!
The best choice, however, is to hop on a city bus. The yellow line deposits you right at Second and Chesapeake, two blocks from the festival. And it only costs $1! Check Out the Bus Map and Schedule Here
Another alternative is taking the Water Taxi to the dock at the McNasby building of the Annapolis Maritime Museum.

Directions to Hillman Garage: From Church Circle, turn right onto Duke of Gloucester Street. Shortly after you go through your first light ( Conduit Street ) take a left into the Garage entrance.
